Yes, Uttar Pradesh is an Open State. Non-domicile students from other states can apply for the 100% seats in Private Medical and Dental Colleges. However, Government college seats are strictly reserved for UP domicile candidates only.
Candidates opting for Private MBBS colleges in UP must deposit a one-time refundable security amount of ₹3,00,000. For government colleges, the deposit is ₹30,000, and for BDS it is ₹1,00,000.
The counselling is conducted by the Directorate General of Medical Education and Training (DGME), Uttar Pradesh through the official portal upneet.gov.in.
If a candidate is allotted a seat in Round 2 and fails to join the allotted college, their security deposit will be forfeited (₹3 Lakhs for Pvt MBBS). They must register fresh for the Mop-up round if they wish to continue.
